I hear Boone County is going to implement a tax....uh, I mean fee, to anyone that builds a palatial mansion on hunting grounds.

Don't worry- it won't be long before property tax rates in Boone County are similar to those in the St. Louis and Kansas City metro areas- of course that money will not go to the ODF fund but instead to build a bigger but not better bureaucracy for Boone County.

The new money will go to Water Patrol for such things as staff salaries and newer boats and trucks.

Ok, if they do not have the man power we just give them better pay and newer toys.. I love it. Image

Exactly BB! Image About every time the WP is in the news over some controversy it's always "we don't have the manpower to .....". But did you see anywhere in that article where they talked about hiring more officers? I guess if the existing officers can get there in 1/2 the time with a new boat, it's almost like having more staff. Image

Here is another article about why the push on the float rivers.....
Conflict on the river
Complaints lead to greater law enforcement presence on lake area waterways to monitor impact of jetboats and personal watercraft
By Joyce L. Miller /Lake Sun

Solitude on Ozarks waterways is becoming harder and harder to find as complaints about packs of PWCs and high-speed jetboats roaring through floaters continue to mount.
David Schiefelbein/Lake Sun
LAKE OF THE OZARKS - Lake area rivers and streams, once thought to be the domain of wading fishermen and canoe, raft and kayak enthusiasts, have become a weekend hangout for rowdies, personal watercraft users and jet boat operators. This has raised concerns among landowners who have sought the peace and quiet of living along the rivers, users concerned about the safety and environmental impact, and law enforcement agencies charged with patrolling the waterways and enforcing conservation regulations. The issue is drawing more attention from the agencies, which are sending officers to the streams in an effort to step up enforcement and dissuade rowdy and destructive behavior.

That means assigning more manpower to rivers and streams for the Missouri Water Patrol and Missouri Department of Conservation.

The increased enforcement is a response to river outfitters and others who say the streams are attracting watercraft and crowds that are chasing families away, especially on weekends when some streams turn into wall-to-wall floaters.

Now streams are experiencing an increase in PWCs and 18- to 20-foot aluminum jet boats zipping up and down the waterways.

Two years ago, the Water Patrol added officers to patrol streams across the state. In close proximity to the Lake of the Ozarks, the Gasconade and Big Niangua rivers draw the largest crowds.

The Water Patrol is responsible for handling fights, assaults, trespassing issues, medical calls and drug and alcohol violations. MDC handles wildlife and littering violations.

At times, the two agencies work together on enforcement issues. Officers conduct saturation patrols where they find areas that lend themselves to surveillance where they can monitor the streams.

MDC agents have found that maintaining a presence along the streams helps cut down on problems, but there aren?t enough agents to saturate each stream every weekend.

?The rivers and streams are drawing large groups seeking different uses with a multitude of age groups and that tends to cause conflicts,? Water Patrol Sgt. Nick Humphrey said. ?We have groups in canoes, kayaks and tubes who are floating for recreation or fishing and groups in jet boats or on PWCs. When we mix the different groups and mix the uses, that leads to problems. At the same time, we are also seeing more assaults, lewd behavior, littering, drugs, alcohol and minors in possession.?

Humphrey said use of PWCs and jet boats on rivers and streams is on the rise. As are complaints from users who say operators of motorized vessels are causing safety hazards for floaters.

?Jet boats and PWCs have to maintain speed through the shallow areas where flotillas of floaters tend to congregate. With the jet boats, they have to stay on plane in those shallow areas, so they shoot through the flotillas,? Humphrey said.

?They can?t slow down and that causes a problem. The uses just aren?t compatible, but there aren?t any easy solutions.?

I don't see where the float rivers have any more issues than the lakes do. Image

The are also overstating the presence of PWC and jet boats on the Niangua. I go there quite a bit and I have never seen a PWC on it and only one smaller jet boat in two years. It is really too shallow in most spots to run those machines, unlike the lower Gasconade River.

Thanks for that bit of information Tigerhaze...my 11 year old is on his way to the Gasconade today for a Scout float trip. That really eases my worries.

I figure they have only had about 14 inches of rain that way this week.....damnit I should have signed up for this one!

I recently heard that a church camp bunch lost about 6 kids last weekend on the Meramec.

That's all true, Snake.

It was a church group from N. St. Louie. Buncha kids ranging from 10 to 16, wearing NO pfd's, in a river that's known for eating able swimmers for breakfast.

I heard that most, if not all of the kids were non- swimmers. It was supposed to be a church outing, with adult supervision. This won't be over for a looooong time.

I saw that news on the AP wire and on TV- it was at Castlewood SP. I noticed the media had stated they drowned in the "raging Meramec". I checked the USGS streamflow data, and the river was about as low as it gets. The real problem is the submerged vehicles and other underwater hazardous you can get tangled up in.

I guess one kid was drowning, and the other kids rushed into the water to save him, even though they couldn't swim themselves. Pretty tragic.

Yeah, the river is low, and yeah, it is tragic.

The fact that there were apperently no, ( or not enough ) adults monitoring the situation will become the legal issue.

A bunch of kids that can't swim, and aren't wearing pfd's, have no business in any river. Image

According to the St. Louis Post Dispatch families of the drowning victims were awaiting arrival of a couple of lawyers the next day.
One day, long, long ago, there lived a woman who did not whine, nag, or bitch.
But it was a long time ago, and it was just that one day.

That is not the kids' fault, Snow. It's not like they chose their mother.

Regardless, I'm with DMR. Supervision was lacking here. Even if they were heathens anyway, someone from the church took responsibility for taking them in the first place. I, however, am touched that they drown trying to save one another. Very tragic.

I don't know how many WP officers there are statewide to be able to crunch the numbers, but a Sgt. with WP said that as much as 80% of WP's officers were tied up assisting with the investigation and search for victim's body at Lake O's first fatal crash of the year. Looks to me like ALL WP officers were either at one spot on Lake O or sitting on the Niangua last weekend. Looks like arresting underage drinkers and pot smokers in non-motorzied watercraft is much more important than safety elswehere around the state. Image Image
