It's too big, but when I reduce it to 119X119 it's still two big byte wise, but in order to get it under 12,000 bytes I am having to reduce it to about 10X7 and it is just too small and fuzzy. Anyone have any ideas.

Did you try uploading into something like Photobucket before linking as an avatar? I believe Photobucket automatically resizes for you.
